Since 2008, URBACONSULTING has been providing technical assistance to the Water and Sanitation Company of Algiers (SEAAL), within the framework of its program of services provision in the city’s informal settlements. This program, developed in collaboration with the Government’s efforts to improve living conditions in the low-income neighborhoods, is aimed at defining a specific service offer adapted both to the technical characteristics of these areas and the socio-economic conditions of their inhabitants.
URBACONSULTING ‘s mission consisted of demarcating the neighborhoods in which to pilot the development of access to water supply and sanitation services for low-income populations. Firstly, the studies sought to determine the conditions under which this offer would be considered acceptable by both the population and SEAAL, the distributor. The consultant then assisted SEAAL with providing the selected settlements with the necessary equipment and carried out monitoring and evaluation of the service setup within these neighborhoods to test its viability and effectiveness. As part of this mission, URBACONSULTING has developed a range of offers for accessing services that takes into account the technical, social, land, institutional and financial constraints of these neighborhoods and proposes innovative solutions, specifically adapted to informal settlements.
(1)Ferme Jaïsse: This neighborhood was one of the first to be selected for the pilot program for the provision of water and sanitation services. The success of the service setup in this settlement now serves as the benchmark for the scale-up phase of the program.
(2)Merdja and El Hamiz: Due to its diverse physical nature, Urbaconsulting’s experts had to develop different strategies to determine which service to use in this neighborhood, opting for either re-housing or access to the service.
