Project Description

The AFD has been supporting the urban development of medium-sized towns in Cameroon, including Bafoussam, Bertoua, Garoua, Maroua and Bamenda, through the Regional Capitals Urban Debt Reduction and Development Contract (C2D) Program since 2014. The aim is to build towns that are « sustainable, open to all, safe, efficient and resilient; towns that provide equitable access to essential services, low-cost and efficient transport and jobs, and that reduce the insecurity and vulnerability of their inhabitants, particularly in the face of the impacts of climate change ».

This assignment covers the following tasks:

  • Analyse and, if necessary, adjust the pre-identified investment programme to address climate change challenges, E&S risks, relevance and technical and financial feasibility
  • Analyse the relevance of implementing the infrastructure/equipment pre-identified as part of the feasibility study carried out in 2013 and not financed to date
  • Define complementary capacity-building actions to extend the skills of local authorities to manage facilities and/or contractual relations with public service delegates through results-based management and accountability to citizens
  • Propose a programme of action linking activities over time and across locations
  • Propose governance mechanisms and management tools.
