Project Description

Since 2018, the Action for Housing Project (Actions to Improve Housing and Living Conditions with and for Women in Precarious Situations in Central America and the Caribbean) has promoted an integrated approach to housing, combining awareness-raising, training and practical implementation through hands-on workshops.

Led by five partner NGOs, Habitat-Cité, CRAterre, OJUCAH, ATECO and FUNDASAL, the project aims to strengthen the resilience and autonomy of vulnerable communities in Haiti and El Salvador while sustainably improving living conditions. The project promotes local expertise, encourages the use of sustainable construction materials and supports the adoption of earthquake- and cyclone-resistant building techniques adapted to local contexts.

The assignment was carried out during the preparation and appraisal phase of the PRVCC programme, supporting its submission to AFD, the European Union and the BOAD for co-financing.

1. Urban Diagnostics and Programme Design

• Conducted a capitalisation exercise of the PAVICC programme and identified key lessons learned.
• Carried out urban, environmental, social and vulnerability assessments in nine cities.
• Supported the selection of the four beneficiary cities through a multi-criteria assessment.
• Defined the programme’s strategic orientations and development priorities.

2. Feasibility Studies and Programme Structuring

• Developed inclusive and climate-resilient urban development scenarios.
• Identified and prioritised an investment programme focused on green and blue infrastructure.
• Conducted technical and financial feasibility studies.
• Defined cross-cutting components related to governance, citizen participation, social inclusion and capacity building.
• Prepared the ESMF and RPF in accordance with AFD standards.

3. Programme Operationalisation

• Defined the programme’s implementation and fiduciary arrangements.
• Prepared the documentation required for financing approval.
• Developed the Procurement Plan and indicative Annual Work Plan and Budget.
• Led programme capitalisation and communication activities.

This project is being carried out in collaboration with Nexsom, the Latin American subsidiary of the Global Development Group, thereby strengthening the Group’s ability to draw on its expertise on an international scale.
