Project Description

The Flood Management and Sanitation Project in Pointe-Noire aims to improve the socio-economic and environmental living conditions of the population of Pointe-Noire by enhancing flood control and solid waste management. The project is financed by the French Development Agency (AFD) with a budget of €40 million and is implemented under the authority of the Ministry of Territorial Planning and Major Works (MATGT), in close collaboration with the Municipality of Pointe-Noire, over the period 2018-2029.

The mission provides technical assistance and capacity building to the Municipality of Pointe-Noire to support the efficient and sustainable management of urban sanitation services over the period 2025-2029. The support covers three key sub-sectors: solid waste management, wastewater and fecal sludge management, and stormwater drainage management.

1. Sector Diagnostics and Assessments

  • Conducted a pre-feasibility study for a fecal sludge treatment plant.
  • Carried out a diagnostic assessment of the sanitation sector, including municipal capacities and the informal private sector.
  • Assessed the stormwater drainage network and its municipal management arrangements.

2. Service Planning and Structuring

  • Developed a municipal action plan through a participatory approach.
  • Designed a monitoring tool for drainage network cleaning operations.
  • Supported the regulatory and financial structuring of sanitation services, including tariff mechanisms, consultation frameworks and service regulations.

3. Capacity Building and Institutional Strengthening

  • Delivered training programmes and technical support to municipal staff.
  • Supported stakeholder consultation and coordination processes.
  • Strengthened municipal capacities through equipment provision, monitoring systems and capacity-building workshops.
