Project Description
The Project Management Assistance (PMA) for the implementation of the C2D-Urban « Regional Capitals » Programme and the SPORCAP Programme supports the Ministry of Housing and Urban Development (MINHDU) in the delivery of priority urban investments across five secondary cities in Cameroon.
Funded by the Franco-Cameroonian Debt Reduction and Development Contract (C2D) and the French Development Agency (AFD), the programme covers three financing agreements (CR1.2, CR2.1 and SPORCAP) representing a total investment of CFAF 1.808 billion over a 27-month period.
The programme aims to improve living conditions through the development of urban infrastructure, commercial facilities, municipal services and community sports facilities.
Provided services by Urbaconsulting
Urbaconsulting provides technical, administrative and financial project management assistance at both central and local levels to support the effective implementation of the programme.
- Provided strategic and operational support to the Central Monitoring Unit (CCS), including the preparation of Annual Work Programmes, monitoring and evaluation activities, coordination with AFD and support to the no-objection process.
- Facilitated the capitalisation of lessons learned and the dissemination of best practices across the five beneficiary cities.
- Supported Local Project and Monitoring Units (CLP/CLS) in overseeing technical studies, procurement processes and the implementation of works contracts.
- Assisted local authorities and project teams with construction supervision, contract management and acceptance procedures.
- Provided support for the implementation of environmental and social management measures.
- Designed and implemented capacity-building programmes covering municipal revenue mobilisation, digitalisation of local tax collection, management of commercial facilities, asset maintenance strategies and gender-sensitive approaches.
- Mobilised a pool of specialised experts in urban infrastructure, sports facilities, local financial governance, public procurement, commercial facility management and environmental and social safeguards.
The PMA team includes an international Team Leader, resident Technical Advisors in each city and dedicated support staff, ensuring continuous assistance tailored to local needs while maintaining overall programme coherence.
