Project Description

Feasibility study to identify the operational set-up for the Programme d’Appui et de Développement des Villes d’Equilibre 2 (PADEVE 2).
The aim is to take optimum account of the needs of the 6 target towns (Tamatave, Antsirabe, Fianarantsoa, Mahajanga, Diego and Tulear) in a context of necessary adaptation to climate change.

Carried out in 2 stages, the study provided an overview of the major challenges in terms of facilities, infrastructure and adaptation to climate change in the cities involved.

• Assessing PADEVE 1 project governance and the procedures for awarding contracts and managing environmental and social aspects
  
• Analysing, critiquing and adjusting the pre-identified investment programme where necessary to address climate change issues, relevance, and technical and financial feasibility
  
• Proposing a programme of action linking activities in time and space, including governance mechanisms and management tools
