Project Description
Since 2017, the government of Djibouti has committed to implementing, through the Ministry of Housing, a comprehensive strategy called « Programme Zero Slums » (PZB) to gradually rehabilitate all squatter settlements and provide their inhabitants with secure land tenure, decent housing and high quality public space.
The innovative aspect of this programme lies in its operational and integrated approach to achieving the ambitious goal of profoundly and sustainably transforming living conditions in the slums of Djibouti. This project targets the Bâche à Eau slum (10,000 inhabitants) in the town of Balbala.

Producing an intervention plan for the settlement with clearly defined technical execution arrangements. The aim of the plan is to expand urban network coverage (water, electricity and telephone) and guarantee better access to public facilities. In order to end uncontrolled urbanization and sustainably improve the living conditions of the people living in this district of Djibouti, activities involved in this study include :
- Carrying household census survey
- Carrying out a participatory urban diagnosis: land tenure, facilities, infrastructure, environment, networks and roads;
- Producing two possible development scenarios that incorporate a feasibility analysis and environmental and social impact assessment;
- Developing a project implementation and management plan that includes a stakeholder analysis;
- Implementing a prioritized investment plan over time;
- Developing a set of thematic maps.
