Project Description

The Layableh-Moustiquaire Urban Development Project forms part of the long-term transformation of the Balbala Nord area in Djibouti, which is experiencing rapid urban growth and increasing densification. The project aims to support the structured development of this expanding neighbourhood through investments in urban infrastructure, public facilities and the improvement of the living environment.

A development plan and a Priority Investment Programme (PIP) were designed around four key components:

• Roads and drainage infrastructure
• Commercial facilities
• Community amenities
• Public spaces and living environment improvements

Provided services by Urbaconsulting

Urbaconsulting provided integrated technical, environmental and social project management services covering project preparation, implementation and supervision.

• Conducted detailed technical studies, feasibility assessments and tender documentation for all Priority Investment Programme (PIP) components.
• Performed topographic and geotechnical investigations to support infrastructure design.
• Designed urban infrastructure and public facilities representing an investment programme of approximately €12.6 million, including roads, drainage networks, commercial facilities and community amenities.
• Led social mobilisation and stakeholder engagement activities to strengthen community participation and support project ownership among beneficiaries.
• Assisted the contracting authority in implementing the Resettlement Action Plan (RAP) and managing community development support mechanisms.
• Updated the Environmental and Social Management Plan (ESMP) and integrated environmental and social requirements into technical specifications.
• Supervised construction works, including contract administration, validation of execution plans, monitoring of implementation and support during commissioning and handover.
