Project Description

With a budget of US$50 million, the Integrated Slum Upgrading Project (ISUP) in Djibouti, funded by the World Bank, aims to: improve conditions for host communities and refugees in selected areas; and strengthen the social and economic integration of host communities and refugees.

The assessment of the challenges involved in implementing the sewerage master plan – and the management of the stormwater drainage system in particular – centres on an in-depth analysis of the two main factors that hinder the functionality, sustainability and efficiency of the stormwater drainage system, namely its maintenance and the process of urbanisation. The study is based on:

  • Activity 1: Overall assessment and key recommendations for coordinated stormwater management (PGCI)
    • Analysis of flood risk
    • Analysis of aggravating factors, challenges and the vulnerability of the region
    • Recommendations for improving the design of infrastructure
    • Analysis of institutional responsibilities in risk management
    • Critical analysis of institutional functioning
    • Proposals for strengthening governance
    • Review of available studies
  • Activity 2: In-depth analysis of operations and maintenance
    • Analysis of the current organisation of the Stormwater Department
    • Financial analysis for risk management
    • Inventory of infrastructure, analysis of its management and safety measures
    • Analysis of case studies
    • Operational plan for day-to-day management and crisis management
    • Definition of service objectives and performance indicators
    • Estimation of short-term operating costs and trends
    • Analysis of funding
  • Activity 3: In-depth analysis of the impact of urban planning on stormwater management and flood risk
    • Analysis of how risk is taken into account in urban planning and development projects
    • Cost-benefit analysis: Estimation of damage and losses, response strategies, conclusions and recommendations
