Project Description
The Lalankely Programme (DAQP) aims to improve accessibility, sanitation and living conditions in priority neighbourhoods across the Greater Antananarivo metropolitan area. The project focuses on the rehabilitation of local infrastructure, including pedestrian paths, stairways, walkways and sanitation facilities, while developing safe and user-friendly public spaces for residents.

- Conducted the mid-term and final evaluation of the Lalankely II Programme.
- Assessed project performance against OECD-DAC evaluation criteria, including relevance, coherence, effectiveness, efficiency, impact and sustainability.
- Identified strengths, challenges and lessons learned, while providing strategic recommendations for the next phase of AFD-supported interventions.
- Designed and implemented a Monitoring and Evaluation System (M&E), including reporting tools, performance indicators and capacity-building support.
- Led a comprehensive evaluation process combining document review, stakeholder interviews, data analysis and participatory validation workshops.
