Project Description

As part of work to implement the flagship project of the government’s action programme « Reinventing the lake city of Ganvié », the government has set up support for Sô-Ava city council. This support covers the technical, financial and operational aspects of project management and is focused on changing practices, as well as improving the city council’s effectiveness. It is based on four pillars:

• Overseeing the maintenance and management of all the facilities to be created;
• Attributing responsibilities for managing the natural risk contingency plan;
• Training teams to ensure implementation of the district’s structural projects included in the Protection and Development Plan;
• Building public service providers’ capacities to improve understanding of administrative processes and local finance management.

The capacity-building assignment involves:

• Carrying out an organisational, institutional and financial assessment of the city council set-up;
• Defining an institutional, organisational and individual support plan for the various departments;
• Delivering the technical assistance, and jointly developing job descriptions and action plans to promote change;
• Coordinating a local monitoring mechanism, more regular strategic back-up support and an evaluation of the acquired knowledge;
• Setting up a staff development mechanism;
• Conducting regular reporting on the progress made by Sô-Ava city council.
