Project Description

This study formed part of the preparatory activities for an urban development project in the eastern and western watersheds of the Ndjili River, an area exposed to multiple environmental, social and urban risks.

The assignment aimed to identify priority investments for a future urban development project through a participatory and service level-based approach. The proposed investment programme was designed to support approximately US$15 million in local infrastructure and basic services.

• Conducted a rapid physical and socio-economic assessment and developed a participatory methodology to identify, prioritize and schedule investment needs.
• Designed a participatory social development framework to strengthen beneficiary engagement and raise awareness of community roles in the future management of local services and infrastructure.
• Facilitated consultations with representatives of targeted municipalities to identify development options, define service levels and support decision-making through environmental, social and technical analysis.
• Presented and assessed investment options based on community priorities, project objectives and available budget.
• Developed a labour-intensive infrastructure maintenance programme aimed at promoting local employment opportunities.
